The Marines are the World Government's military sea force, tasked with law enforcement, international security, and military operations. The Marines are one of the three great powers, alongside the Shichibukai and the Yonko. They are present in all the seas around the world, as evidenced by their branch offices. The focus of their assets is on the far more dangerous Grand Line.[break][break]
The duty of the Marines is to maintain law and order throughout the world and impose the will and might of the World Government. They are therefore considered the key strategic development force in the World Government and are expected to obey its orders at will. Sometimes these orders are questionable, however, they are expected to carry them out regardless of opinion. Amongst their duties is awarding bounty hunters the bounties on the heads of a criminal. They tolerate bounty hunters as a method of making their job easier but are known to go out bounty hunting themselves. Apprehended criminals who are brought in alive are handed over to be made an example of, the Marines are left to ensuring the exportation of these criminals to prison and/or to their execution.[break][break]
Marines often work in pairs while overseeing a crew with one superior officer and a second in command or a subordinate who is of a lower rank. These partnerships may remain even during promotions with both pairs advancing in rank together. In the pair, the higher-ranked officer will give the orders to those under their command, while the other acts as an adviser or information gatherer while ensuring their partner's command is undertaken by the men.[break][break]
Higher ranked Marines (admirals and the fleet admiral) are expected to be on call to lead the Marine forces into war. This may take the form of apprehending many criminals at once, protecting the World Nobles, or calling a Buster Call to tackle a situation. The main purpose of the Marines remains rooted in the idea of bringing justice to any criminal. They use justice as their constituted policy to manage a world that is made entirely of one ocean much easier. However, the main problem within the Marines is the approach to Justice. They are generally divided between those who support Moral Justice and those who support Absolute Justice with the latter being the code of conduct for the Marines as a central doctrine. Nevertheless, there is little worry from the higher-ranked Marines as to how the Justice is carried out so long as it is, leading those who truly support absolute justice to make questionable actions in carrying out their duties.[break][break]

Officers and recruits present at Marine Headquarters are considered "Super-elites". All ranks present from "Lieutenant" above are usually trained here, exceptions being those in command of other Marine bases. The ranks are split into two base forms Infantry and Sailor Divisions which are commonly referred to as Infantrymen and Commissioned Marine Officers Division which is more commonly referred to as Officers.[break][break]

There is significant variation in the kind of uniform worn by officers, with many opting to wear a variety of dress showcasing their own eccentric style. Marines are also allowed to wield whatever weapon they are most comfortable with, no matter how unusual it is. They are even free to fight bare-handed. In order to claim one of these spots, it is rather simple. All you must do is have enough commendations for the position (50,000) and claim the promotion for yourself. If there is an NPC in your way there is no need to fight for the title and you may take it for yourself. However, if there is a player character or PC in your way you must challenge the player to a duel for their position. The duel needs not to be a death battle however if it is and the winner takes mercy on the loser and allows them to live they will be removed from the marines in shame. If killed however the marine will be given the highest honors posthumously.

Upon first entering the Marines, new recruits are given the standard uniform, consisting of a white short-sleeved shirt emblazoned with the Marine emblem, a simplified seagull with "MARINE" underneath it, on the back; a blue neckerchief; dark blue trousers; and a baseball cap with "MARINE" across the front. All officers at the rank of Seaman and below wear this. The quasi-rank of "Zatsuyō" adds the kanji 雑 Zatsu ("various" or "odds and ends") to the sleeves, and to the Marine emblem on the back.
Once an officer has reached the rank of Petty Officer, he or she can choose from a number of different uniforms, including his or her personal clothes. Only those who really want to appear "sailor-like" will stay with a more traditional uniform. This uniform is generally the standard sailor outfit with red and blue epaulets.
Sailors at the rank of Ensign and above are allowed to wear the coat with "Justice" on the back. This coat tends to be worn like a cape, draped over the shoulders with the arms, not in the sleeves. It should be noted that the sleeves of these coats are often much longer than the wearers' arms.
Infantry and Sailor Division

Chore BoyChore Boy or Zatsuyō is not an official rank but is what anyone who first enters the Marines will be considered. It is the nineteenth highest, or more specifically, the lowest rank, in the Marines. Chore boys have no official uniform beside a white Marine shirt without decoration and blue Marine trousers. Because of this the number of commendations one needs to get this rank is 0.[break]
Seaman RecruitA Seaman Recruit or simply just recruit is the true starting rank of the marines and is when the applicant begins to undergo basic marine training having been promoted from simply doing chores. In order to be eligible for this promotion, a Marine must obtain 100 commendations.[break]
Seaman ApprenticeA Seaman Apprentice is the next step in the marine ranks. They have completed basic training and are now undergoing more specialized training. In order to qualify for this position, one must obtain 200 commendations. This is also the highest a Rookie-level character can start as though the history needs to match 200 commendations being given out.[break]
Seaman First ClassThe next step in terms of rank. It is not that much different from Seaman Apprentice only it is higher ranked an is the first rank where you earn the right to give orders to those beneath you. In order to qualify for this position, you must have 300 commendations.[break]
Petty OfficerA Petty Officer also called Petty Officer Third Class is the fifteenth highest rank in the Marines. Once a Marine rises to this rank, he or she is allowed to wear many different uniforms or even civil clothes. However, many petty officers prefer to appear "sailor-like" and continue wearing the traditional uniform. This position requires at least 400 commendations before one can be considered for a promotion.[break]
Chief Petty OfficerA Chief Petty Officer or Petty Officer Second Class is the fourteenth highest rank in the Marines. There is not much difference between this rank and Petty Officer besides commendations as one needs 500 to be considered for this promotion.[break]
Master Chief Petty OfficerA Master Chief Petty Officer or a Petty Officer First Class is the next rank up in the Marines. It is at this rank that the recruit has finished all their training and must strike out and train on their own in order to get stronger. It is usually around this rank that you see more individuality in the ranks of the Marines. This position requires 600 commendations.[break]
Warrant OfficerA Warrant Officer is the highest rank a Marine can gain without being an officer. These men can command all other infantrymen but have not yet gained permission to lead their own crews and sail their own ships. In order to be eligible for this promotion, one must gain 800 commendations. This is the highest rank an Intermediate rank character can start and the history much match 800 commendations being given.[break]
Comissioned Officers
EnsignAn Ensign is the eleventh highest rank in the Marines, and the lowest and last rank within commissioned officers. This is the lowest rank given permission to wear the kanji "Justice" on the back of their Marine jackets. The base commendations for this rank is 1,000.[break]
Lieutenant Junior GradeA Lieutenant Junior Grade is the next rank up. There is not much difference in the ranks here but they can give orders to Ensigns and all those below them. The amount of commendations one needs to earn this promotion is 2,000.[break]
LietenantA lieutenant is the ninth highest rank in the Marines. This is when the Marines start taking a real interest in their members and the Marine may even start to get recognized for their accomplishments and skill. This promotion needs 5,000 commendations.[break]
Lieutenat CommanderThose who take the next step see themselves become a Lieutenant Commander. These Marines have proven themselves time and time again and the Marines may start asking for them by name in order to finish tasks. 6,000 commendations give you the chance to get promoted to this rank.[break]
CommanderThis rank is known as the rank that prevents you from becoming a Captain. It is right below Captain and not many people make it to the next level as the toll it takes is too much for most. It takes 8,000 commendations to make it to this level.
This is the highest rank for someone of advanced rank starting out however, history must match 8,000 commendations being giving out. With this rank, one must be well versed in the six powers.[break]
CaptainOne of the duties that a Marine captain could have is to be the commander of one of the several Marine branches established on the islands around the world. In addition, a captain is often seen navigating the seas in order to capture pirates and keep order, in these cases, the captain is the leader of the ship, as long as there are no higher-ranking Marines on board. A Marine captain is considered a strong Marine officer whose experience and battle performance are forces to be reckoned with. Most Marine Captains seen are powerful fighters with Devil Fruit powers, high combat skills, or considerable tactical knowledge. In order to be considered for this position, one must have racked up 10,000 commendations.[break]
CommodoreThe fifth highest rank in the Marines. A Commodore is basically just a Captain with more commendations. Though because of these commendations, the Marine has earned the right to declare orders to any below him including Captains. 20,000 commendations are needed for this promotion.[break]
Rear AdmiralThe lowest rank one could be while still being called an admiral. These Marines have proven themselves so much that even the World Government has taken notice. The members of this rank are recognizable by their name or appearance though not really by their skills. 30,000 commendations are required for this level.

Vice AdmiralVice Admiral is the third-highest rank in the Marines. These officers can have varying duties and amounts of authority. The general attire of a vice admiral is that of a Marine coat with epaulets and a suit and tie worn underneath. Vice admirals are well known for their strength. Many Giants who are shown to be Marines are vice admirals, a testament of their immense strength. Another attribute that is common among vice admirals is that they all know and can use at least one type of Haki. In order to be eligible for this promotion, one must have 40,000 commendations. This is the highest rank that a Veteran rank marine can be to start, with a history to match 40,000 commendations. Also, the Marine must also learn at least one type of Haki.[break]
AdmiralAdmiral is the second-highest rank in the Marines. There are only three Marines who hold this title at a time, and they are crowned as the World Government's "Greatest Military Powers". As each of them possesses deadly combat abilities. They are the only Marines, along with the fleet admiral, able to issue a Buster Call on any island they deem a threat, as well as give orders to the Shichibukai. A Marine Admiral will wear a Justice coat with golden epaulets, and usually, cuffs corresponding to the color in their alias which all admirals go by instead of their name. Fleet AdmiralFleet Admiral is the highest Marine rank and is the commander of the entire organization. It is just above admiral but below the Gorosei. The fleet admiral and the three admirals are the only ones within the Marines capable of legally initiating a Buster Call, as well as granting World Government agents of lower-ranking Marines the right to do so.
