The Shichibukai, the full title being Oka Shichibukai are seven powerful and notorious pirates who have allied themselves with the World Government. The Shichibukai is an organization of seven pirates turned privateers in the service of the World Government. Although they work for the World Government, the Shichibukai themselves typically do not care about nor respect the Government or even other Shichibukai, and are often considered by the Marines to be no different from any other pirate. On the other hand, they are known as "government dogs" and are despised by other pirates, but are still feared and respected for their infamous reputation and strength which they gained before, and even after they become Shichibukai.[break][break]
They do not express open defiance to the authority of the World Government but are not obligated to follow its orders either though they must if it is an order from an Admiral or Fleet Admiral or risk their position. They are technically only allowed to attack other pirates, and must also compensate the Government with a portion of their plunder, although this regulation is not followed most of the time. Each member of the Shichibukai must also have strong intimidation skills and a fearsome image to put off others becoming a pirate and make them fear them.[break][break]
Some of the members do various tasks for the government, such as conquering new islands for the World Government (described as "liberating") and protecting nations, but their ultimate purpose is to keep other pirates in check. Most importantly, the Shichibukai provide assistance to maintain the balance of The Three Great Powers.[break][break]
Technically speaking, the Shichibukai are considered allies of the government, and in times of war are obligated to collaborate with the Marines. Still, many Marine officers despise them and consider the Shichibukai to still be pirates. When they are not under orders of the World Government, they have no commitment to assist the efforts of the Marines. Most of the Shichibukai appear to show general apathy towards the World Government and in some cases even hostility.
In order to become a Shichibukai, a pirate must first prove to the World Government that they are worth their time and could put fear in other pirates. While this is usually done through a high bounty other means are acceptable such as turning in a high bounty pirate or defeating Shichibukai though these are the most obvious means there are other ways as well. Secondly, the pirate will need to meet with the Fleet Admiral who may bring any form of protection they wish but the Shichibukai candidate must come alone without their crew. During the meeting, the Shichibukai hopefully must agree to a 20% Belli cut (ICly done from your gains) to pay their World Government affiliation tax as well as agree to follow the orders of any Marine official of Admiral rank or higher. After that the World Government allows the Shichibukai to be a legal pirate who can no longer be hunted and has their bounty frozen and so long as they do not cause the World Government too much trouble their crimes will be ignored, this extends to any pirate that sails under the Shichibukai's flag as well. If there is an NPC or PC character in the Shichibukai spot then the newcomer will publicly challenge any of the Shichibukai they want to a duel and while it does not need to be to the death it can be, the winner can request a meeting with the fleet admiral while the loser becomes a regular pirate again and is usually placed within Impel Down.
