Little is known about the Revolutionary Army forces though they have been fighting the World Government for centuries the World Government's power, as well as the fact that they have met several defeats, have made the Revolution an underground sect. Although their opposition is widely known and even a few of their bases and islands are known the World Government cannot move on them as the island was removed from their control and it would look as if they were causing a war just for expansion which would solidify the Revolutions claims.[break][break]
What is known is that their movement is a threat to the stability of the world and that they aim to oppose the World Government as well as what it stands for. The Revolutionaries' base is located in the Grand Line on Baltigo, a windy island with snow-white soil and rocky terrain.[break][break]
Anyone who becomes a Revolutionary is declared a threat and becomes wanted by the World Government. While the motives of the Revolutionary Army remain unknown many believe their ideals to be dangerous. However, from all known actions in the past, their ideals might only be dangerous to the World Government itself, as they seem to detest the current government system involving the World Nobles and slavery.[break][break]
Although the Revolutionaries operate on the opposite side of the law, much like what pirates do, there seems to be no known interaction between the two forces whatsoever. As the world is stabilized through the Three Great Powers, the Revolutionaries are a threat to that critical balance.
In order for a member to join the council all it takes is for them to build up a reputation and to show that they are worthy of the position. Because the Revolution leader spot has been empty for centuries, the council has taken over that job and the five members of the council make sure that the various crews within the revolution are on the right track. They barely ever meet but when they do its something big. All members of the revolution must listen to council members but other than that they are pretty much a lose knit bunch choosing their own allegiances. In order to take a position in the council, a revolutionary must have a 500,000,000B bounty as well as being advanced in skill level. If all the spots are taken you may challenge another council person and it is up to them whether they accept and what the terms are.
It's as simple as calling for a vote for a leader from the council. Empty council positions are an automatic yes and if there is a tie one person can abdicate the role or both fight for it. The fight usually isn't to the death but it can be, though both sides have to agree to fight to the death. If it is not a fight to the death and a killing occurs the one who did the killing will be considered a criminal to the revolution unless the rest of the council deems the killing an accident. If there already is a leader anyone of advanced level and 500,000,000B bounty can call for a vote of no confidence from the council (again empty seats are am automatic yes) if the vote passes the leader can step down or fight for his position (again usually not to the death but it can be if both agree).
